Nah, freekilling isnt BAN-Able, maybe a temp ban for a limited amount of time. Lets say
15 minutes for 1 kill
30 Minutes for 2 kills
45 Minutes for 3 kills
And soo on
Atleast thats what I do, and it works pretty well.
- Of course if you see a speedhacker, BAN him!
or at least that's MY opinion on doing the FREEKILL-Banning

I Generally warn twice before temp ban, like:
-first kill = first warn
-2nd kill = 2nd warn
-3rd kill = temp ban (10 mins to 1 hour)
-first kill = first warn

Yes really easy Windows/start/Control Panel/Web And etc (IDK on english)/ 1st internet/ properties/ disable-enable Dsr-protocol (enjoy your new ip only works on lan)

You can't really change your ip. This depends on the isp settings. If you don't have dynamic ip then you can't.
